EU E-Commerce Regulation rewrites the rules in e-commerce with 27 member countries of the union. The rules prepared by the European Commission will enter into force as of 1 July 2021. The new rules aim to facilitate e-commerce between countries.

The answer to this question is actually quite comprehensive. However, in the shortest definition, the shopping made from both domestic and foreign e-marketplaces and brands' own websites and the commercial traffic resulting from this shopping is called e-commerce. At this point, one of the most frequently asked questions is "Can tradesmen do e-commerce?" is the question. The obvious and clear answer to the question is “Yes”. Anyone, including tradesmen, can do e-commerce either individually or through e-commerce marketplace platforms.

This new shopping model, also called digital commerce, has become a trend especially in recent years. According to the data of the Ministry of Commerce, the volume of e-commerce in Turkey as of 2020 amounted to 226 billion liras. 91.4% of the e-commerce amount realized in 2020 consisted of domestic expenditures, 4.2% from the expenditures made by other countries on e-commerce sites in Turkey, and 6% from foreign sites.

While the new version of shopping made good use of time, the pandemic that emerged in 2020 made the star of e-commerce shine even more.

The e-commerce volume, which is expected to spread over 3-5 years due to the spread of the pandemic and curfews, pushed its limits in a short time like 1 year.

On the other hand, the increase in the rate of internet usage, the development and increase of alternative payment systems and the developments in the banking system are among the reasons for the vitality experienced in e-commerce.

In order to protect the consumers who want to shop online in Turkey, the Electronic Commerce Information System, whose short name is ETBIS, was created by the Ministry of Commerce. The most curious question for businesses that want to do e-commerce is whether ETBIS is mandatory.

All businesses that want to do e-commerce must register with ETBIS. Otherwise, an ETBIS penalty will have to be paid. So what is this ETBIS penalty? Administrative fines up to 5 thousand to 20 thousand liras to be paid by real persons and private law legal entities who do not fulfill their obligation to register and notify to ETBIS are called ETBIS fines.

ETBIS registration can be done via http://eticaret.gov.tr.

The European Commission, with the EU E-Commerce Regulation, maximizes the security of shopping made through the e-commerce site, increasing the preferability of e-shopping over classical shopping.

In addition, discounts etc. organized by e-commerce marketplace platforms. campaigns are among the factors that increase e-commerce, especially in 2020-2021.

E-commerce legislation change has become a necessity due to the e-commerce boom that followed all these reasons.
